Training Scheme
  • Induction of Trainees

      Training Scheme which was introduced in 1975- 76 has undergone many changes. The present scheme provides for induction of Apprentices / Trainees at four levels.

    1. Mazdoor Trainee - After training under company Training Scheme may be absorbed as Mazdoor.

    2. Helper Gr. II- Trade Apprentices after training under the Apprentices Act may be absorbed as Helper Gr. II.

    3. 4.1.3 Technician Gr. V and equivalent level in Non-Technical Trade - Technician Trainees i.e. Diploma Holders, Science Graduates / Graduates in Arts/ Commerce to be trained under the Apprentice Act Company Training Scheme and may be absorbed as Opr. Gr. V / Technician Gr. V and equivalent level on non Technical Side.

    4. Engineers - Management Trainees are to be inducted as Engineers and Equivalent.

  • Details regarding various schemes

      The details regarding various schemes is given in Annexure -'A'
    1. General:

      • Number of Trainees to be engaged :
        Number of Apprentices under the Act to be engaged in each discipline / trade will be in accordance with the quota fixed by BOAA/ RDAT. The trainees in the trade other than as required under Act will be recruited as per requirements. The quota for Technician Apprentices / Sandwich Course Students / Trade Apprentices is fixed and reviewed from time to time by BPAT/ RDAT in respect of each unit in each discipline / trade. Their engagement shall be limited to the quota fixed by BOAT/ RDAT. These Act Apprentices will be completely governed by the terms and conditions as laid down under the Act regarding stipend, training etc. In case the company decides to make recruitment at the level of Helper Gr. II/ Technician Gr. V or equivalent level in Non- Technician trades to meet the expansion requirements / likely vacancies etc., the trainees who have undergone training with us under the Apprentices Act., 1961 will be given the preference as per the provisions of the Act.

    2. Reservation in Recruitment

      • While recruiting Trainees the relevant reservation orders in force for the equivalent category of employees and as per the Act requirements will be strictly followed i.e. the number to be recruited is to conform to the relevant Roster position. While doing so, the minimum requirement may also suitably be increased to take care of the backlog as well as dropouts of SC/ ST/ OBCs Apprentices during the Training period

    3. Departmental Candidates

        In case of MTS, departmental candidates can compete as per the following relaxations :-

      • Educational Qualifications : II Division in the related qualifying examination.

      • Age : Up to the maximum of 35 years (relaxable in exceptional cases at the discretion of the CMD/MD).
        Terms and conditions applicable to Department MTs are at Annexure B.

    4. Evaluation and assessments

      • The evaluation and assessments of training will be carried out as per the Training Plan drawn up from time to time.
        In case of Management Trainees the training Plan will be drawn by the Corporate Office.

    5. Execution of Training, Surety Bond and stipend to various categories of Trainees

      • The trainees will be required to enter into an Agreement for training and Surety Bond and shall be entitled for the stipend as per the following :

  • Mode of Recruitment

    1. Management Trainees

      • Application will be invited on all India advertisement basis in the newspapers. The initial Screening will be through a written test to be conducted with the help of reputed testing agencies which will be followed by an interview of the successful candidates in the written test.

    2. Jr. Trainee / Apprentices :-

      1. Director employment of the State / Local employment Exchange will be asked to forward the names of persons willing to be engaged as Apprentices.

      2. For SC/ST candidates request will be made to various agencies as intimated by the Govt. to forward us the names of SC/ST candidates.

      3. In addition, we will request BOAT to forward the names of suitable candidates willing to be engaged as Trainees.

      4. Initial screening will be through a written test to be conducted with the help of reputed Testing agencies.

      5. The candidates who appear for test will further be short listed and called for the interview in the ration (determined from time to time) of vacancies.

  • Termination of Training

    • The company reserved the right to terminate a Trainee's training engagement at any time with or without notice, if in the opinion of the Management (a) he is unlikely to attain the prescribed standard of efficiency in the line in which he is assigned and / or becomes unfit for employment in the company on grounds of health etc. and / or (c) he is guilty of misconduct or misbehavior and / or (d) he absents himself without prior sanction of the competent authority. In all these cases, the opinion of the Management shall be conclusive and binding on him and shall not be liable to be questioned in a Court of Law or otherwise. The reasons for the opinion of the Management may or may not be given to the Trainee. In the event of termination of engagement under these circumstances, the company reserves the right to demand all or part of the expenses incurred on his Training including the stipend and / or the surety amount, whichever is more.

  • Procedure of final assessment for regular appointment
    1. Two weeks before the completion of training under the Company's Training Scheme, the trainee will be assessed by a duly constituted assessment committee for empanelment of candidates suitable for regular appointment . On the basis of the recommendations of the said Committee Trainees found suitable will be offered appointment after the due approval of these recommendations by the competent authority for the post for which a Trainee was assessed.

    2. In case of Trade Apprentices under the Act, the Trainees will have to appear for All India trade Test and they will have to pass the test where after they can be considered according to the procedure mentioned above.

    3. While making such appointments, due reservation of points of SC/ST/OBC/ Ex-Servicemen and depends of those killed in action will be followed strictly.

  • Leave Rules
    1. Casual Leave
      1. 12 days in a calendar year.

      2. Casual leave cannot be combined with any other type of leave.

      3. Holidays and weekly off sin the spell of leave will not be treated as part of Casual Leave.

      4. Casual Leave can be granted for ½ day also for which lunch interval will be taken as the dividing time.

      5. Those of the Trainees who join the service of the company during January will be entitled to 12 days of Casual leave and those joining after 30th June will be entitled to 6 days Casual leave.

    2. Medical Leave
      1. 15 days on half stipend on production of medical certificate from an authorized Medical Officer.

      2. Holidays and weekly offs occurring during the spell of Medical leave shall be treated as part of leave.

      3. Medical leave shall be calculated on prorate basis.

    3. Extra Ordinary leave (without stipend )

        Under Special circumstances when no other leave is due to the Trainee and the Trainee concerned requires / requested in writing for the grant of Extra - Ordinary leave (without stipend) such leave may be granted to him at the discretion of the HRD Head of each Unit which may be combined with Medical leave. A maximum of 10 days EOL without stipend during the Training period can be granted without affecting the Training period. However, if EOL for the period exceeding 10 days is taken, the Training period will be after by the whole period of such EOL (including first 10 days). Where a trainee is on Medical leave and has to extend the leave he may be granted EOL as per the above rule.

  • Medical Rules
    1. Medical fitness at the time of joining

        The selection of Trainee and continuance of his her services with the company will be subject to satisfactory medical fitness as certified by Civil Surgeon of a recognized Central / State Govt. Hospital or Medical Superintendents of our Hospitals at Nangal, Bathinda, Panipat and Vijaipur or Govt. Hospital / Govt. aided hospitals or all Hospitals controlled by local bodies / Municipal authorities etc. or the hospitals recognized for this purpose by the Management from time to time.

    2. Medical facilities

        Medical reimbursement for self only at actual. In case of management trainees it will be extended for self for one year at actual basis.

  • House Rent
    • Trainees are provided free single seated accommodation by the Company. However, where such facilities are not available, the following rates are provided :-

      a. Management Trainees 'A' class cities
      Other places
      @50% of HRA as admissible to employees, as per classification of cities
      b. Other Trainees (except Field Assistant Trainees ) 'A' class cities
      Other places
      Rs.400/-p.m.
      Rs. 200/- p.m.
  • Payment of TA/DA on official tour
    • Trainees will be treated at per in regard to TA/DA rules and shall be governed by the TA/DA rules applicable in case of other employees.

  • Perks & Allowances Admissible to Management Trainees
    • Payment of Perks / Allowances on percentage system will be payable as applicable to employees of equivalent grade during the second year.

  • Enforcement of Bond
    1. Bond will not be enforced in case of NFL/ Trainees who Join the Central Government / a State Govt. / a Quasi- Government organization or another Public Enterprise, subject to the condition that a fresh bond is taken to ensure that the employee serves the new employer for the balance of the original bond period.

    2. The bond money realization in cases where the above is not applicable are as follows :-

      1. In case a Trainee leaves during the training, the bond money will be realized from him in proportion for the period he has undergone the training.

      2. A Trainee who leaves organization immediately after completion of training, full money of bonds will be realized.

      3. An employee leaving after completion of Training and after working with us shall have to deposit the bond money in proportion to the uncovered bond period.
        The release of the Trainee will be subject to the above conditions.

  • The applications of Trainees during their training period for outside employment will be forwarded after obtaining No Objection Certificate from NFL.
