Transfer Policy
  • Basic Principles
    • All employees of the Company are transferable

    • In the case of administrative exigencies of Company's work, employees can be transferred, irrespective of the period of service rendered by an employee at a particular station. However, the above provision or any other changes in the policy laid down hereunder would be exercised at the sole discretion of C&MD.

    • Transfer of Officers should generally coincide with the academic session of their wards.

    • Transfers should be restricted to the minimum essential to fulfill the objectives outlined in the next para.

  • Objectives
    • The following objectives will kept in view while effecting transfer of employees:

      1. Organizational needs for manning various positions

      2. Exigencies of Company's work.

      3. Filling up of vacancies, consequent upon promotion/ retirement of employees or on creation of new posts.

      4. Rotational assignment to provide exposure to different work environment and functional areas aimed at career development of employees; and

      5. Requirement of a Unit / Office to have incumbent having specialized knowledge or experience.

  • Salient Features of Transfer Policy
    • Workmen Categories
      1. Workmen up to and including the level of Personal Assistant and equivalent working at Units and Corporate Office may be rotated within the Unit / Office at least once in three years. However, on account of administrative exigencies, they can be transferred from one Unit / Office to another Unit / Office / Mktg. Division".

      2. Employees posted in Marketing Division including CMO may be transferred to any Zonal office or Field Offices after three years. However, period of three years may not be essential in the event of transfer after promotion.

    • Officer Categories
      1. In terms of the Transfer Policy, all level of Officers category will be divided into the following Groups:

        Group I Pay-Scale

        Asstt. Manager & Equivalent Categories 10750-16750

      2. Generally officers may be transferred at least once during their tenure of service within the Group. If officers could not be transferred even once during their tenure of service in the particular group on account of exigencies of work in that unit, he may be considered for transfer at the time of promotion from on group to another

      3. Tenure as Head of the Unit

        Tenure of a particular officer as Head of the Unit may not be more than three years in one unit, after which he may be rotated from one Unit / office to another unit / office.

      4. Marketing Discipline

        The employees posed in Marketing division, including CMO, may be transferred to any zonal office or Field offices., after three years. However , period of three years may not be essential in the event of transfer after promotion.

      5. Inter-Disciplinary Transfers

        In terms of the extant policy for diversification of employees from one discipline to another, following procedure is followed :

        1. Requests from individual employees for diversification from one post / discipline to another post / discipline is not entertained, as it is the basically prerogative of the Management to decide whether or not there is need to diversity an employee from one post / discipline to another in the interest of work.

        2. In view of operational / organizational and administrative consideration, Management, has got inherent right to utilize the services of every employee in any job /post wherever considered expedient.

        3. In some cases where it is found that the right type of individuals / employee matching the job requirements of a particular post are not available, the management may invite applications from employees working in other disciplines on lateral transfer basis, who are attitudinally keen to diversify on such a post in the new discipline and who possess the requisite qualifications and experience. This course for filling up of posts is treated as direct recruitment and such posts are plotted on relevant direct recruitment rosters.

          In terms of the above Scheme, while in the past, officers in Group I & II, i.e. Executive / Officer / Asst. Manager and equivalents and Dy. Manager / Manager / Sr. Manager were diversified from one discipline to another, there were not many cases when officers in Group III, i.e., Chief Manager / Dy. General Manager / Addl. General Managers were rotated from one discipline to another. Keeping in view the sensitivity of the jobs at higher levels, officers in Group III may be more frequently inter disciplinary transferred on administrative consideration.

  • Sensitive Area of Work

      In order to ensure that vested interests are not developed for unduly long stay of officers, the following disciplines have been identified as "Sensitive Area of Work" Accordingly, officers in such disciplines may be transferred every three years.

    1. Marketing

    2. Materials

    3. Vigilance

  • Exceptions to Transfer Policy
    • Following exceptions are also made to the Transfer Policy, for consideration, on merits of each case:

      1. Officers having one year or less service to superannuate may not be covered by the above policy, except in cases where such officers request for posting at a particular station

      2. Very severe medical problems of self / spouse / dependant children on account of Cancer, Mental, Poliomyelitis, Tubercular, Leprosy, Thalassaemic Major.

    • For this purpose, medical certificate issued by CMO in respect of employees posted at Units (including employees of D & C Cell of Mktg. Division) and from Civil Surgeon / Medical Supdt. of a govt. Hospital for employees of Corporate Office / Mktg. Division will be required.

  • Facilities On Transfer
    1. Medical Facilities

        An employee. who is transferred from one station to another under the Transfer Policy of the Company and leaves his family at his old station upto a period of two months, or, the period for which an employee has been allowed to retain residential accommodation, However, medical facilities, for self and dependent family members, to the extent available in company's hospital, will be available to the employees, irrespective of period / place of posting.

    2. Retention of Residential Accommodation
      1. An employee on transfer shall be allowed to retain the residential accommodation at old station for a period not exceeding of two months. Further , in the event an employee's child is due to appear in the Board examination, i.e., X, XII class, such cases will be considered on merit each case and permission would be granted with approval of CO.

      2. On being allowed to retain the residential accommodation at the old station, in case of Company leased / self-leased / rented accommodation, the Company will continue to pay rent to the lessor / employee , at the existing rate, subject to the certification by the transferee unit that Township accommodation has not been allotted to the concerned employee. In case of township accommodation, recovery / license fee will also continue to be effected from the employee at the rate applicable at the time of transfer.

      3. During the period when the transferred employee has been allowed to keep the accommodation at the old station, he will be allowed to stay in the Company's guest house / transit accommodation, subject to availability, by payment of prescribed charges. In places where there is no Company's guest house or when the guest house / transit accommodation is not available, the concerned employee will have to make his own arrangement for stay. House Rent Allowance / township accommodation will not be allowed at the new station during the period of employee has been allowed to retain leased / rented / township accommodation at the parent Unit / Division, except for a period not exceeding fifteen days to look for suitable residential accommodation at new station, or, the 'Transfer Incidental", at the specified maximum amount of ceiling for 7 days, as indicated at clause 5. The house rent will be regulated as under:

        1. The employee can avail either of the two, i.e., lodging charges at actual for 7 days, subject to a maximum ceiling for 7 days, as specified at clause 5, or, maximum 15 days admissible rent of the house, an employee has taken at the new place of posting;

        2. The admissible House Rent shall be allowed for a maximum period of 15 days just prior to the joining of the family of an employee at the new place of posting. For claiming the house rent, an employee has to produce house rent receipt where he is going to stay.

    3. Facilities under TA/DA Rules
      1. Journey on transfer shall be deemed to commence and end at the residence of the employee at the headquarter.

      2. For journey on transfer, an employee shall be entitled to the following travelling allowance.

        1. Journey by Rail
          1. Entitlement

              Class of accommodation appropriate to the status of the employee in the case of Transfer shall be as under.

            1. For employee at the level of AC 1st Class Sr. Manager & above.

            2. Employee in receipt of basic 1st Class/ACC2 tier pay Rs. 4950 & above.

            3. For employee in receipt of pay IInd Class Rs. 4950.

          2. Admissibility of TA

            1. For journey by rail, an employee may draw for self, actual fare by rail from the Old HQs to new HQs for the class of accommodation actually used by him including charges incurred for reservation or sleeping or other accommodation.

            2. Extra actual fare for each member of his family above the age of 12 years who accompanies him and for whom full fare is actually paid and one half for each child between the age of 5 years and 12 years for whom such fare is actually paid;

            3. To cover incidental expenses, an employee will be entitled to single fare of the rail ticket from old station to the new station of the class by which the employee is entitled to travel under clause (a) above. No incidental expenses will be admissible in respect of the journeys of the members of the family.

              Note:

              The employee travelling by ACC 1st class by Rajdhani Express shall be paid rail fare plus additional single fare of the rail ticket for meeting incidental expenses of the entitled class by train other than Rajdhani Express. However, in the case of officers who are entitled to travel by ACCC 2nd class in terms of TA/DA rules, the rail fare and a single fare of the rail ticket for meeting incidental expense would be limited to the rail fare of the ordinary mail/ express train to which an employee is entitled to travel and the fare charged by Rajdhani Express, whichever is less.

            4. Disturbance Allowances
              In case of officers, disturbance allowance @ 50% of the basic pay received immediately before transfer, subject to a minimum of Rs.6550/- and in the case of workers, 50% of maximum of the pay-scale immediately before transfer, subject to a minimum of Rs.2900/- shall be payable, provided however, that the payment under TA/DA Rules would be restricted to the fare of the class to which an employee is actually entitled. The disturbance allowance includes packing charges, as also the personal insurance required at the time of transfer. However, transit insurance premium for the personal effects on transfer of an employee shall also be reimbursed on production of receipt from Insurance Company.

        2. Journey By Road
          1. One road mileage at the rate of which the employee is entitled under TA/DA Rules for self, plus one Additional road mileage if two of this family members travel with him and the third road mileage if more than two members of his family travel with him

          2. To cover incidental expenses, one additional road mileage at the rates indicated under TA/DA Rules.

          3. In addition, the employee would be entitled to reimbursement of actual expenses incurred on transportation of personal effect subject to what would be admissible if the maximum weight mentioned below is transported by passenger train on production of Railway / Goods Agency receipt. The limits of personal effects that may be transported by passenger train would be as under.

        1. Note:
        2. Cost of transportation of personal effects by Quick Transport service is reimbursable, subject to weight limits mentioned above and if this service is actually used.

        3. The personal effects may be transported from the old Hqs. to the new Hqs. to another station or from another station to the new Hqs, subject to the condition that the total reimbursement for the transportation shall not exceed what would have been admissible if the maximum permissible weight had been transported by passenger train from ld Hqs. to New Hqs.

        4. When personal effects are transported by rail between places not connected by rail, transportation charges as per actual will be reimbursed on production of goods agency receipts, subject to maximum of the amount calculated @ 14 paise per 40 Kg. / Per KM by the shortest route between the old Hqs and the new Hqs. for carrying the maximum weight age prescribed above.

    4. Transport of conveyance
      1. Transport of Conveyance between stations connected by rail:

        1. The actual cost of transportation of employees own motor car / Motor cycle / scooter/ Bicycle from old Hqs to new Hqs will also be admissible. Reimbursement will be allowed in respect of one conveyance only and will be limited to the cost of transportation of conveyance by passenger train at owners risk at the following scale:

          Employee drawing basic pay of Rs. 8100 and above One Motor / Car / One Motorcycle / One Scooter / One Bicycle.
          Employees drawing basic pay below Rs. 8100 One motorcycle/ one scooter / one bicycle.
        2. Where the vehicle is carried by a Goods Train the employee would be entitled to the reimbursement of freight charges plus the cost of packing and transporting the vehicle to and from the Goods shed both at the station of departure and arrival, subject to the conditions that the total reimbursement would be limited to the freight charges by passenger train.
          If the motor car/ motor cycle is transported by loading it on a truck between stations connected by rail, an employee would be entitled to the actual Freight subject to maximum of the freight admissible had the conveyance been transported by passenger train. If, however, it is transported by rad under its own Power, he may draw an allowance @ 95 paise per KM for motor car, 45 paise per KM for motor cycle or scooter, subject to the ceiling admissible had the conveyance been brought by passenger train. If the employee or the members of his family travel in that car/ motorcycle / scooter, he may draw in addition for self and / or family members, rail fare as laid down under TA/DA Rules.

      2. Transportation of Conveyance between station not connected by rail.

      3. TA under TA/DA Rules will be payable in respect of tde members of the family and personal effects only if they precede the employee within one month of the date of transfer or follow the employee 6 months from the date of transfer. This limit of 6 months and one month as prescribed above may be relaxed by C&MD / Director / GM.

      4. If employees , have to pay octroi on personal effects while these are being transported from old a new Hqs. the same will be reimbursed at actual, subject to production of documentary evidence.

    5. Transfer Incidentals
      • The employee, who get transferred from one station to another, where there is no guest house facility shall be allowed Transfer Incidental, at the rates specified below, upto maximum period of seven days (inclusive of all holidays). In case the stay is less than seven days, payment shall be made on pro rata basis with reference to actual charges or prescribed ceiling ( as indicated below), as the case may be Transfer Incidentals will be treated as part of transfer TA and admissible only after an employee joins the new Hqs. In case, an employee makes his own arrangement for stay at new Hqs or has already hired accommodation for his residence at the new Hqs, he shall not be entitled to, "Transfer Incidentals"

    6. Joining Time
      1. Joining Time to the employees on transfer shall be regulated as per Civil Service (Joining Time) Rules 1979, as amended, from time to time.

      2. Joining time shall be granted to an employee on transfer to enable him to join the new post either at the same or new station. No joining time shall be admissible in case of temporary transfer. However, actual transit time as on tour shall be allowed.

      3. Not more than one day's joining time shall be allowed to an employee to join a new post within the same station or which does not involve a change of residence from one station to another.

      4. In case involving transfer from one station to another and also involving change of residence, the employee shall be allowed joining time with respect to the distance between the old Hqs and the new Hqs by direct route and ordinary mod (s) of travel as indicated below. When holiday(s) follows joining time, the normal joining time shall be deemed to have been extended to cover such holidays.

      5. When an employee joins the new post without availing full joining time, the number of days of joining time as admissible, subject to maximum of 15 days reduced by the number of days actually availed of shall be credited to his leave account as Earned Leave.

      6. Joining time shall be combined with vacation and or regular leave of any kind or duration except casual leave.

    7. Admissibility of TA & Joining time in case of transfer of employee's own request.
      • When an individuals transfer is made on his request, he shall be entitled to the following facilities.

        i) When an employee is transferred on completion of 10 or more years of service at one station at his own request. Full Transfer TA & Joining time as admissible under the Rules.
        ii) When an employee is transferred on completion of 3 or more years of service but less 10 yrs. at one station, at his own request. Only Transfer TA & reimbursement of exp. incurred on transportation of personal effects as admissible under the Rules.
        iii) When an employee is transferred from one station to another within a period of 3 years at his own request. No transfer TA & Joining time.
